1937年日軍全面侵華後，華北危急。國共合作的背景下，紅軍改編為八路軍，在總司令朱德（王伍福飾）率領下東渡黃河奔赴前線抗戰。山西實權人物閻錫山面對“國、共、日”三股力量頗為頭疼，提出“守土抗日”口號，在民族大義的影響下，於形式上支援八路軍抗日。朱德籌劃於日軍進犯山西的必經險地平型關截擊，115師師長林彪臨戰指揮出色，成功擊敗板垣師團，史稱“平型關大捷”。同時八路軍用靈活的戰術亦減輕了國軍戰場的壓力。不久日軍以優勢兵力、裝備圍攻太原一線，蔣、閻戰略判斷失誤，正面戰場接連失敗，八路軍轉入敵後根據地建設，自此拉開了軍民抗擊日寇的偉大事業……
